2026.03.12/2026.03.19 – US OFAC General License 134 and 134A – Authorising sale of Russian seaborne oil and petroleum products

Attached is the license. This is the second OFAC license permitting sale of Russian seaborne oil (the first license was license 133). Unlike license 133 (which related to India only as the potential purchaser of Russian oil / petroleum products), this license has no geographical limit (except Iran). Similar to license 133, it applies for one month only (until 11 April 2026).

On 19 March 2026, the license was amended and superseded by general license 134A. This license expands the regions where Russian seaborne oil cannot be supplied from Iran to include also Cuba, North Korea and certain regions of Ukraine.
