Attached is Council Implementing Regulation 2025/2588 dated 15 December 2025 which sets out the relevant designations. Further attached is the press release setting out the background to the designations.
The designations aim to address persons responsible for supporting Russia’s shadow fleet and its crude oil sales. They include nationals / companies from Canada/Pakistan, UAE, Vietnam, Azerbaijan, and Russia itself.
