Attached is the licence. It allows UK nationals to purchase personal travel tickets from Aeroflot, Rossiya Airlines; Ural Airlines; Siberia
Airlines (a.k.a S7 Airlines); Russian Railways (or their subsidiaries, including South Caucasus Railway) for:
(i) journeys originating in, or within, Russia;
(ii) by means of South Caucasus Railway for passenger rail journeys between Armenia and Georgia and within either of
those two countries.
The above airlines are blocked persons in the UK and, accordingly, in the absence of this licence, a UK national will not be (among others) be able to make any payments to the airlines.
Note the restricted scope of the licence. On its wording, for example, purchasing a ticket from Kazakstan to Russia will not be permitted, as this will not be a journey originating in, or within, Russia.
Further, interestingly, the licence does not allow to make the above purchases through the blocked Russian banks. Given that most of such banks are blocked by now and it is difficult to ascertain the exact routing of a payment, it will be safe then to purchase any tickets in a ticket office, rather than on-line.
The license has been amended (last time on 12 December 2025) to include additional airlines.
