Attached is the regulation. It is a part of, so-called, 19th sanctions package of the EU against Russia. The regulation amends base asset-freeze Regulation 269/2014 by (among others) defining the concepts of ownership and control (the definitions are identical to those used in anti-terrorist regulation and EU guidances as to the application of restrictive measures, so the amendment is useful, but technical) and adding a new listing criterion as follows:
“natural or legal persons, entities or bodies responsible for, supporting or implementing actions or policies contributing to the deportation, forced transfer, forced assimilation, including indoctrination, or militarised education of Ukrainian minors”.
