2025.10.22 – US OFAC General Licenses 124A and 124B – Authorizing Petroleum Services and Other Transactions Related to the Caspian Pipeline Consortium and Tengizchevroil Projects

Attached is license 124A (which was superseded by 124B and is attached for reference of the changes). It was issued in connection with SDN listings of Rosneft and Lukoil on 22 October 2025 and authorise any transactions with respect to the above projects. On 14 November 2025, OFAC issued license 124B which added Karachaganak project (where Lukoil is one of shareholders) to the above two projects. Otherwise, the terms of the license is unchanged.
