Attached is the judgement. The challenge was made by a privately-owned Syrian airlines as to its designation under Syrian sanctions regime. The judgement is legal authority as to the meaning of “support to the regime” legal criteria (para. 55). It is also evidence that the Courts are not ready yet to accept the change in regime in Syria as a new basis to challenge on-going designations (although this argument was dismissed on technical grounds and we need to see how this argument may be used in further cases).
