Attached is the text of the judgement. This was a successful challenge to the designation. The judgement is authority as to: (i) change in circumstances being a reason to invalidate the extension of sanctions; (ii) resignations from positions held in companies being such change in circumstances; and (iii) procedural matters related to the timing and form whereby the Council may present the grounds used for listing persons to blocking sanctions.
