Attached is the text of the judgement. This is a successful challenge of designation to a blocking sanctions list. The judgement is relevant for the following points: (i) obligation of the Council to consider change in circumstances when extending blocking sanctions; (ii) criteria of “association” in the circumstances when blocking sanctions were applied to family members; and (iii) difficulty to claim damages in case of wrongful unlawful listing.
