Attached is the text of the executive order. This executive order is the main US authority to designate terrorist groups. It was adopted after 9/11 2001 attack against the US. The executive order includes the definition of terrorism for sanctions purposes. The executive order includes a specific provision for designating FFIs for facilitating significant transactions for blocked persons (Sec. 1(b) as amended by EO 13886). The executive order is amended by executive order 13372 and executive order 13886.
