Attached is the license 131, license 131A issued on 10 December 2025 (which superseded the original license 131) and license 131B issued on 14 January 2026 (which superseded license 131A) and then by license 131B. These licenses relate to the Lukoil holding company located in Austria and its assets. They permits to enter into negotiations with PJSC Lukoil (the ultimate owner of such assets) and sign contingent sale contracts with respect to Lukoil’s assets outside Russia. The original term of the license was December 13, 2025. It was extended by license 131A until January 17, 2026, until February 28, 2026 by license 131B until April 1, 2026.
