Attached is the license. It was issued as a follow-up of Rosneft designation by US OFAC and permits transactions with two German subsidiaries of Rosneft which operate critical refineries for supply of petroleum in Germany. The license ends on April 29, 2026.
On 5 March 2026, OFAC amended the license by issuing general license 129A which permitted above transaction indefinitely.
