Attached is the judgement. It is issued in the context of the EU sanctions against Moldova. The application for JR of listing to blocking sanctions was rejected. The judgement is authority as to the “association criteria” as the basis for listing and, more specifically, as to (1) the change in circumstances which will be necessary to disapply blocking sanctions; (2) additional measures applicable to dissociation from politicians (it appears that the Court will expect some sort of public statements of dissociation in such circumstances). The judgement also includes discussion as to the overal challenge of the legality of the underlying regulation and Council’s competency in setting the sanctions policy.
