Attached is the text of the opinion. The opinion relates to the analysis of the access to the National Courts in the proceedings which involve a blocked person and the following questions: (i) a duty of the National Courts to independently apply sanctions; (ii) powers of the National Court to analyse the matter in substance when a blocked person is a party; (iii) enforcement of judgements; and (iv) suspension of proceedings.
