Attached is the text of the judgement. This is a successful challenge to the designation to the blocking sanctions. The judgement is authority for: (i) authority of Council to re-list the blocked person on different grounds; (ii) relevance of change in circumstances when reviewing designations; (iiI) listing criterion “taking advantage of the business persons” which is used to designate family members. This judgement is connected to earlier judgement in case T-734/22 between the same parties where the challenge to the designation was also successful. It is also an example of a situation when the Council maintains a person on the blocked persons lists even despite repeated successful challenges of such designations in the EU Courts.
