Attached is the consolidated version of the regulation as of 2025.10.07. The regulation sets out a separate sanctions programme against Russia targeting persons engaged in what EU classifies as as non-war hostile actions (e.g., information activities, elections interference, etc.).
Additional designations were made to the regulation on 15 December 2025 (Regulation 2025/2568) which are not yet reflected in the consolidated version.
