Attached is the judgement. It is authority (as to other matters) that: (i) if a company is mentioned by name in the sectoral sanctions it will be permitted to issue JR proceedings; (ii) the legal basis is the direct and individual concern; (iii) overall difficulty for a company to challenge the substantive basis for imposing sanctions.
